Military Personnel
The Military Personnel Universe provides personnel cost and descriptor (a.k.a, “non-cost”) data and is available from fiscal year 2002 to present. The military personnel universe is divided into four subgroups; Navy Enlisted, Navy Officers, Marine Enlisted, and Marine Officers. These subgroups are represented as folders in the universe. Each folder contains cost and count objects as well as cost and non cost data elements. Cost objects within each folder are as follows:
- Then Year Dollars – reports dollars as is
- Constant FY Dollars for each of the past three years – escalates dollars to each of the last three fiscal years
Count objects within each folder are as follows:
- Count Who Received Dollars (FTE) – Available in the Annual Universe
- Monthly Count Who Received Dollars – Available in the Monthly Universe
Personnel cost data includes cost elements for Basic Pay, Allowances, Bonuses, Entitlements, Separation Pays, FICA, Retirement, PCS, and MERHC. Non cost data elements include UIC, Pay Grade, Designator, Rating, MOS, etc. (see Military Personnel User Manuals in the Documentation section for a complete list of data elements and their descriptions).
