The Ships Universe displays operating and support (O&S) costs and related non-cost data for each ship in the Navy, both active and reserve. The data are available by fiscal year (FY) for active and reserve ships. Data can be assembled by Navy total, type totals (e.g., destroyer), class totals and averages (e.g. CG-47 class), and by individual ship. The online system contains data on active duty ships dating back to FY84, and for NRF ships, back to FY98. Offline NRF data are available from FY89 to FY97 by request to the VAMOSC team (see Request Data section of the website). Partial year ship data are included in this universe beginning with FY98 data, and users have the ability to distinguish ship statuses (Active or NRF) and full fiscal year ships (Y or N). Data can also be displayed in the 2007 OSD Cost Assessment and Program Evaluation (CAPE 07) cost element structure (formerly Cost Analysis Improvement Group (CAIG)).
Due to the business sensitive nature of detailed Public shipyard data, the breakouts of these data into labor, material, overhead, and mandays are not available to contractors. Therefore, the sample report shown is an example of the data available to contractors, and does not represent the entire cost element structure. Please refer to the Ship User Manual to view the entire cost element structure.
This universe displays O&S costs and related non-cost data for selected shipboard systems. Beginning with the FY98 data, data for systems that were on partial year ships are included in the database. Prior to FY98 data, only data for systems that were on full FY ships were included in the database. Data are available online for FY93-Present; data for FY86-92 (if applicable) are available by request to the VAMOSC team (see Request Data section of the website). Data can also be displayed in the 2007 OSD Cost Assessment and Program Evaluation (CAPE 07) cost element structure (formerly Cost Analysis Improvement Group (CAIG)).

This universe contains lower-level cost and non-cost data from FY91-Present. Data in this universe include ship age, commissioning date, and detailed ordnance and maintenance information. Maintenance data consists of Equipment Identification Code (EIC) level data for Organizational and Intermediate levels of maintenance, and Expanded Ship Work Breakdown Structure (ESWBS) level data for public shipyard depot level maintenance. Private Shipyard and Ship Repair Facility data are provided by availability. Data contained within the Detailed Ship Universe cover both active ships and Naval Reserve Force (NRF) ships which were in commission for either the full fiscal year or for part of the fiscal year. Contractors can obtain access to ESWBS level data, on a case-by-case basis, through a Memorandum of Agreement (MOA) with NAVSEA. Please contact the VAMOSC team for more information.
